For the topping, cut the 1/4 cup butter into the flour and brown sugar until you have small pea size mixture. Add in the chopped pecans.
For cake. Put the butter and cream cheese in bowl of electric mixer and beat to combine. Slowly add in the 1 1/4 cup sugar and then the eggs. Beat until well blended. Add in the vanilla extract and all the dry ingredients alternately with the 1/2 cup of milk. Blend well.
Pour the batter into a greased and floured 13 x 9" pan. Sprinkle with the prepared topping and bake at 350° for 35-40 minutes or toothpick inserted in center comes out clan.
